How do you find peer-reviewed journal articles specifically talking about Memphis? Sometimes, the peer-reviewed article you're looking for doesn't exist. That doesn't mean you should give up on searching, though!
Think about your topic. Is it a problem/topic that is happening in other parts of the state? The South? The United States? If so, you can find peer-reviewed journal articles using search terms like "united states" or "american south" or "memphis or tennessee or midsouth" in place of "memphis." Often, these peer-reviewed articles will give you some great information you can use in your background or argument. If it's happening in Memphis, it is probably happening in other parts of the United States, too.
Are you using the right search terms? Do some preliminary searching in QuickSearch, Google, or a library database. Look at sources you might want to use. What terms are they using? Are there subject or keyword terms listed, and do any of those more clearly state what you're researching?
